Control over two-thirds of the world is in the hands of the United States army. A group of states oppose this rule and started terror called Blacklist - a deadly countdown of escalating terrorist attacks on U.S. interests. The hero of the game becomes the commander of the newly formed secret unit, which is under the command of the president, whose task is to hunt down terrorists at any cost and stop the Blacklist.
